Quick answer· Does a retail kit avoid it?
No. The surcharge is set by your service address and plan, and Starlink says a retail kit creates a new service line, which can trigger it. A sold-out area stays sold out whatever box you bought.
Why the store doesn't matter
The kit is just hardware
Service starts when you activate it and register a service address.
Activation runs the capacity check
At that moment Starlink checks your address and plan, exactly as it would for an online order.
The result is the same
$0, a surcharge, or sold out. The store receipt isn't part of it.
What you may give up
Kits bought at stores can differ from starlink.com orders in return terms and offers. Retail purchases and promotions are covered on our sister cost site.
